The Midlothian Public Service Memorial, located on the front entry plaza of the city’s Public Safety & Courts Building, is comprised of six Corten steel panels, each measuring 9’ 10” high and 2’ 10” wide. The facility serves as the combined home of Midlothian’s Police, Fire and EMS administrative offices as well as the city’s Municipal Court.

Designed to honor Midlothian’s dedicated public safety personnel, the Memorial also pays tribute to the city’s three fallen police personnel: City Marshal Clark Blair, Ofc. George William Raffield, Jr. and Ofc. Heather Lynnette Phares.

Each of the installation’s panels is laser-cut with Midlothian’s core values of public service: Honor, Trust, Commitment, Courage, Service, and Sacrifice. In addition to each value, a laser-cut, abstract design reveals a back-mounted sheet of dichroic glass that will shift in color dependent on the time of day and the viewer’s position in relation to the Memorial.
